The thing is, even the pleb teir bargain bin high street stores here sell fashionable clothes. Every store updates their stock to fit with contemporary styles no matter the price. So It's not that we pay more for style, it would actually be difficult to find an ugly outfit like OP pic today. I think some your stores should have a complete restock.

We don't seem to have as much of an obsession for primping ourselves up like that. Any time a "style" occurs it's often considered to be part of a subculture and is looked down on after leaving teenagedom. My parents were anti-vanity growing up for me at least my sister got to wear nice clothing, make-up, jewelry, and get her ears pierced while I had to wear used sweat clothing, bowl cuts and no accessories because they did not want me turning into her. Even she was a bit plain by elementary school standards.
