Cycling caps are for cycling.
Cycling caps can be worn under helmets, but never when not riding, no matter how hip you think you look. This will render one a douche, and should result in public berating or beating. The only time it is acceptable to wear a cycling cap is while directly engaged in cycling activities and while clad in cycling kit. This includes activities taking place prior to and immediately after the ride such as machine tuning and tire pumping. Also included are cafe appearances for pre-ride espressi and post-ride pub appearances for body-refueling ales (provided said pub has sunny, outdoor patio – do not stray inside a pub wearing kit or risk being ceremoniously beaten by leather-clad biker chicks). Under these conditions, having your cap skull-side tipped jauntily at a rakish angle is, one might say, de rigueur. All good things must be taken in measure, however, and as such it is critical that we let sanity and good taste prevail: as long as the first sip of the relevant caffeine or hop-based beverage is taken whilst beads of sweat, snow, or rain are still evident on one’s brow then it is legitimate for the cap to be worn. However, once all that remains in the cranial furrows is salt, it is then time to shower, throw on some suitable aprés-ride attire (a woollen Molteni Arcore training top circa ’73 comes to mind) and return to the bar, folded copy of pastel-coloured news publication in hand, ready for formal fluid replacement. It is also helpful if you are a Giant of the Road, as demonstrated here, rather than a giant douchebag.

the velominati rules are helpful guidelines for new cyclists trying to fit in with the subculture, but anyone who adheres to them after that introductory period (or worse, chastises someone else for not adhering to them) is a fedora-tipping, beard-oil-applying, craft-beer-sipping, mass-market-coffee-rejecting, overweight-but-almost-cat-4 autist
and to answer the question, a tasteful cycling cap worn by a competent, experienced cyclist with some ties to cycling culture as a whole beyond "I own an expensive bike" (acceptable qualifiers include: working at a bike shop, working in the industry, sponsored by anyone, currently active in competition, having been successful in competition at any point in the past, being an influential figure in the culture) worn in the right conditions (which are pretty broad, cycling caps are good in pretty much every situation other than extreme cold) and in the right outfit (actual cycling kit or casual attire, nothing formal or excessively sloppy) can absolutely look good
keep in mind that wearing a cycling cap is absolutely a statement, so expect people to try to talk to you about cycling. if you say "s-sorry i just heard about this cap on a siberian calligraphy bbs" (see: >>10662766), people are going to laugh at you and you're going to look like a fool. it's like wearing your country's current military uniform (complete with insignia) without serving, or wearing gang colors in a bad area. you probably won't get killed for it, but you will absolutely lower your own status to well below where you would have been had you simply not worn the cap. and because it's a statement, you have to own it. don't hide it if you see some cyclists coming by, don't flip flop between having the peak up and down. decide how you're going to wear it and stick with it.
