Bit of both really.
Like other things neckbeards tried to adopt, they really belong either in a more professional setting, or on a more professional outfit. Most people that wear them properly (and at all now) wear them over suits to protect the suits from mild inclement weather.
Neckbeards do a lot of mixing and matching, which makes the whole outfit come off as pretentious.
My brother decided to buy this since it was on sale. I like it but I think it looks too overly dressed when worn

I do a lot of thrift store/clothing exchange/consignment store shopping, because I save my money to buy investment wardrobe pieces.
Now, I've been told by random people (friends, acquaintances, and even few strangers) that I have great fashion sense. HOWEVER, I don't necessarily feel that myself. Basically, I just buy clothes based on 1. how they look and fit on me, and 2. what appeals to me. I always second guess myself when I get dressed, but IDK if it's just me being OCD or what.
So, for you more experienced sartorial hounds, how do you know if the second hand clothes you're buying and wearing are /fa/ and not making you look dated and/or weird? Know what I mean?

Where do I find guides/templates for to how to create clothes from scratch or tailor existing clothes in specific ways for myself?
learn patternmaking/acquire patterns (separate a garment you own which you love the fit of into pieces, and trace the pieces), learn a million different sewing/garment production techniques depending on the complexity of the garment you'd like to make, cut fabric you like in shape of pattern you made and sew.
