Its very rare cause its very hard to draw and make it look good. Takes a lot of time to do one frame- then if you have to repeat it frame after frame, and you have a deadline, it can become impossible.
And on top of that, in a lot of cases you would be required to mosaic out a lot of that time consuming work. So artists just skip it.
