So the water has gotten in from the plumbing fixtures on the roof , causing mold in the wood , not the whole roof but certain spots. I have a friend who can fix it , but wants to charge me 1270 for it. is this reasonable ? And he also wants to reshingle the whole roof so it won't happen again. Yay or nay ?
That's in just labor. In supplies he's estimating something like 3-5 grand in supplies.

What are you planning on doing with your ceiling? Gonna make good the damaged areas or just hang and mud a new skin? You are going to do that stuff yourself right? That would save you a little bit at least.

It's a stupid idea to reshingle the whole roof. You just need to find the source of the leak, seal it, and replace the damaged wood/drywall.

You haven't seen his roof, how do you know it's not totally shit? If it's leaking in multiple places and 30 years old it should be totally reshingled.
