To actually accomplish any real damage beyond the USB port, you need to use a negative voltage
how about a blastingcap with a usb connector on it?

it can be done
you don't even need AC
just a DC square wave from a uC into a step up transformer connected to a capacitor/diode through the secondary will generate voltage spikes that will charge the cap
