I have a wire frame built for one half of the mask but that's as far as I am now. wanting better tips to make it solid and tough

Check >>>/po/, they have threads every now and again about paper masks like in your picture. You could use their paper-mask patterns to bend up a mask out of thin sheet-metal.

I watch this dude sometimes and he's pretty good at making masks. He's got quite a few expensive tools though so it might be too costly depending on what you have access to.
