How to make a lab at home? Specifically a biological laboratory. What do I need? and the security specifications. It is legal?

Heaving said that (and sounded like a total dyke) what do you actually want to do in the lab?
Is it an analytical lab, a research and test stile.
Owning lab equipment is legal as long as you don't use it for illegal activities.

laboratory glassware, loads of flasks, separators for decanting, distilling apparatus, measuring cups, a good digital scale, an alcohol burner, test tubes and lots of them, petri dishes, eppendorfs, loads of different reactives, feeds and chemicals, washing stuff like soap, alcohol etc., flow hood, hepa filters, uvc lights, masks, q-tips, an incubator, a pressure cooker/autoclave, maybe some automatics ...

well... you need to invest in the initial set up quite a lot these days to do anything meaningful

sorted it's now a lab without equipment so then go get equipment like glassware, microscope, centrifuges incubators, ect

last step get chemicals if you're doing that stuff or DNA if you're trying to clone people.

There's maybe 500 different setups that fall under the term biology. What do you want to do? Grow and analyze cultures? Sequence DNA samples? Optimize planting conditions? Apply standard test batteries to blood samples?

Work surface and floor should drain, mind materials if you want to use corrosive stuff. Your basic glassware, burner, and sink are pretty much ubiquitous. A microscope can be cheap, but a quality camera setup will not be. To sterilize you can use a large pressure cooker. And with arduino control you can rig pretty much any growth environment with documented precise conditions. A negative pressure hood and carbon filter should be simple enough.

Thing is, actual research today takes thousands of test lines with millions of tests. Most are pretty simple, like mixing two drops and recording any change in color, ph, or viscosity. But if you do it by hand it takes years. Large labs are automated and process thousands of samples over night. So what is it you want to do?

And the ceiling. My entire bathroom is covered in tile. It was a bitch to put in, not mentioning cutting all the holes for lights, vents, et cetera, but I took that scene from Daddy Daycare to heart.
Any time a relative comes over with kids, or if I ever have kids, I can just run a garden hose from the utility room to the bathroom hose it all down, and squeegee it into the drain.

Is my bathroom reminiscent of a locker room? Yeah, but that's the price I pay for a sanitary, easy to clean bathroom.

Lay down vinyl flooring. You also need clean air (coal filter!) and a slight overpressure in your room so that the air in it can get out but contaminated air from the outside can't get in. For the "hardware", glassware (universities give their old stuff away on a regular basis), incubators (hard to get), centrifuges (easier to get but quite expensive if you want a good one) and microscopes are a good start. For chemicals, several buffers, muriatic acid, sodium hydroxide, ammonia, acetic acid, distilled water, sodium chloride solution, potassium chloride solution, ammonium chloride solution. Also, I'd recommend getting a UV/vis spectrometer and a PC (can be old af if you run it offline, most calculations are so easy even an old Nokia could do them). If you want to get into biochemistry, I recommend buying stuff for a PCR, it's not that expensive but in labs, it is a daily routine. And don't forget a fridge, some proteins are very sensitive at room temperature.
