I have seen this at a couple of job sites how safe is it and what size shoud the supply wires be if I make one?
Those neutrals tied together might be a code violation

Grounds should be to neutral. Box should be double insulated and outlets should be gfci.
Doesn't really matter though. Jobsite people are either not children or so dumb whatever safety you do doesn't matter.

Will work fine. If by dryer plug you mean 2 pole, 3 wire 30 amp receptacle will be used for power, #10 line side, #12 load side from breakers.

I thought the point of these devices was to have an isolation transformer, so that when you drill into the house live, it doesn't have a readymade path to house neutral through your drill?
