My opinion on hand tools is simple:
1) If you can't get something better, use hand tools (think Dick Proenneke and his cabin in Alaska, which was completely built with hand tools)
2) If you're working on a small job and setting up power tools would be a waste of time
3) If you're doing fine finish work.
Outside of that, crank up the power tools. Even this guy, who makes all sorts of hand-finished joinery, still uses powered tools to get his stock close to what he wants, first.
