Say a guy turns into a girl, it shouldn't stop there. Another guy should come onto the scene and do something to the TF girl.

I agree the follow-up matters, but transformation can NEVER "hit its full stride."
A lot of westerners insist the process is the only part that matters and it's only TF while it's happening. So there's a lot of terribly drawn art, but as long as it's a sequence, we'll love it even if the results look terrible and nothing happens afterward.
Easterners like making every kind of girl out of everything. They mostly only care about the results being cute and how it leads to sex, so the process gets hosed.
Those are just the two major approaches, never mind people saying we have to now see the character adjust to their new life as a transwaterbottle and hook up with the jogger of their dreams or some shit. This genre is basically "thing becomes other thing." It's too wide open to ever cover every base, no matter how convinced everybody is that theirs is the important part.
