There have been several posts including these before where an artist publicly releases a PSD file for fans to play around with and make their own dickgirls, I remember Dmitry released one not too long ago and most recently, Bosshi has joined the fun, amongst many other artists before and after.

One way is to make a selection around the layer you want to edit, create a new layer above it, fill with color that you want, make that layer transparent. You should study how to use photoshop before playing around with things like this.
