Because it's a concept that's hard to make a good game out of. There's no point to trying to make it competitive on account of the fetish content, so most enjoyment with it will have to arise as a result of progressing/creating a story to share with similar-minded people.
If you're playing as a cowgirl, there's not much story to being milked and fucked all day. Barely any room for conflicts that aren't contrived. No decisions to make, no problems to solve.
If you're playing as a guy managing a cowgirl farm, well at that point your story devolves into describing how work went.
Fixed stories solve both of the above problems, but kind of just a waste of time if you don't take the time to make alternate paths where at least 50% of the game is different from the main path. Otherwise if your stuff is linear, you may as well just write a story or make an animation.

But there's already stuff out there that simulates managing one cowgirl, and it's pretty much just work simulation. Without the hentai component, the game is garbage.
