The english name is Ikigusare. A quick search on google reveals videos and simialr art related to this fictional pop idol group.
Apparently, someone on 2chan (I think) had the bright idea of doing a fictional pop idol group revolving around the theme or birth defects involving eyes, including cyclopia, conjoined twins (I'm not sure what the third one is with the exposed eye)
Yes they look creepy, but at least one of their eyes is pretty moe, and they act pretty much like your typical pop idol group. Its like one of those unique art meme ideas that got picked up on pixiv after a while because of the novelty.
