Only in Japanese, there are no translations (as it's multi-chapter a wall of text).
That picture is the cover for a physical copy of a Japanese web-novel involving a girl who has lives most her life in Japan being told she's the heiress to a Kingdom that has the Princess/Queen be a "noble in chains" for ceremonial purposes (if babelfish was somewhat accurate back in the day)
I know the webnovel is still around somewhere if you google for it but there have never been scans of the physical version, only photos, as it was only sold at one of these doujin events back when the web 2.0 was barely becoming a thing.
There are high-resolution scans of some the other illustrations inside the novel available (not sure if scans or the artist's original picture posted on his website) and they have been reposted quite a few times but other pictures we only have photos that have been every now and then (that I know of) like the scene where her nipples are being pierced
