Well to be fair it's kind of hard to justify something as specific as TF without a huge setup. And often times when you get to 5 pages before you even get to the TF you really don't want to draw it out any longer for the reader.
It almost reminds me of the werewolf films of old where the transformation was the 'money shot' of the whole thing. As hot as TF is, it makes for very poor fap material. You have to set up how someone is changing, why they're changing, and what the transformation actually is. Which of course adds to the fluff and takes focus away from the sexy bits.

Your point's all too familiar to me, some kind of investment in what's happening is required for a good story. I just find that often that the transformation happens fast and the story ends abruptly, and I'm kind of left in the dust. Sometimes I try to start getting aroused during the buildup, but often it's so long I either just skip past all the fluff or can't keep up with the slow pace.
I suppose I need to start writing my own stuff if I want more focus on the actual TF and post-TF content.

I think anyone that deals with TF stories is in the exact same place.
Most of the time, especially when written as smut, it's about getting to the climax and then fuck the rest of it. Especially with TF where there's a natural end with the transformation of the character in question. Female turns from brainy scientist to a lust fueled mindless wolf beast - the end. Rarely is there a reason for continuing the story past that. You coupled the sexual release with the transformation since that was the fetish you were writing for, and after you're done there's no real reason to finish up the story.
It's a strange catch 22. If you're reading/writing for smut you don't really care about the fluff, but a longer and slower pace is just better for TF.
Hell I've been writing a smut piece about assembly line transformation (of which there is a SERIOUS lack of) and am having the exact same problems even fully aware of them going in. I have at least 4 pages of build up to explain exactly what the hell is going on and the actual writing for the transformation is just to small. There is only so much you can extend 'he got bigger, his hands and feet changed, and then he was an X' before it's just no longer interesting. My solution was to make the transformation the mid-act and hold off on a true sexual release (much to the main characters annoyance) until the end. However if someone just wants to read a quick bit of fap bait they're going to be sorely disappointing as it's getting a little on the long side.
Oh, and like I said, there's a criminal lack of assembly line tf, anyone have some pictures? The bigger the facility and more helpless people being sent through the better.

What if the basic situation in Pinnochio was applied to women on a worldwide scale? The moment a woman does anything “immoral” (smoking, drinking, reaching orgasm, masturbating, lying, etc) she erupts into a quick and horrifying change into a donkey?

That might be more fun if it was a slower transformation linked to more objectively horrible behavior. I do want to point out that the Donkey example is not applicable and the plant example is only kinda applicable, the increase in helplessness should be gradual.
Like, in the donkey example, you wouldn't have any difficulty moving/attempting to stop it until 3 exact moments: when you loose your ability to speak, your ability to stand and when your hands and feet become hooves.
On the other hand, the shrinking example gets worse with each passing second, there is no specific moment in the process that make it difficult to escape, just the process itself.

I really would not mind if most women who can't get their shit together (and would otherwise be a burden to their friends, family and government anyway) wound up in a transformation/behavior spiral that ends with them ending up fully transformed and put to work on a farm somewhere.

To me, the element of chance that I would actually enjoy is disabled living.
