If you don't know what values are, I'm not sure you can make claims on the best drawn webcomic and understanding the manga aesthetic. Especially the latter.

"value" in the artistic sense, refers to brightness.
A spot of pure white would have a value of 10, whereas a spot of pure black would be 0.
Anon is saying the artist does not use the contrasts between different levels of brightness well in the compositions.
