HOLY TERROR was always supposed to be a BATMAN story. Not only that, but it fits on Miller's Batman timeline.
Just because I'm bored I've changed names and some features to make the comic look like a Batman story. Hope you enjoy it.

And when we see Gordon in All Star Batman, the narration describes him as "Captain James Gordon."

He didn't really kill in Year One, but this would certainly explain why he supports Hawkman's son killing Luthor in DK2.
Say whatever you want about the script, I think the black-and-white pages are one of the better things Miller has done recently (even if his characters still are hyper-deformed)

no, not in year one, but in ASBAR he shreds through cop cars with the batmoble and definitely murders a bunch of cops when hes "rescuing" dick grayson, age 12, or atleast, thats how i always read it. i just alwasy figured he got a bit crazier as time went on, plus i also thought for some reason his meeting with Spawn had a lot to do with it. how weird is that

Miller himself said Holy Terror is Batman Year 1.5. And it does take place between the end of Year One and All Star Batman.

Millerverse Batman can be seen as a complete hypocrite and it makes him interesting. You could also assume that his mindset went like this:
Year One: Normal Batman
Holy Terror: HOLY FUCK MY CITY GOT ATTACKED BY TERRORISTS! KILL THE TERRORISTS! EAT LIVE RATS!
All Star Batman: HOLY FUCK I ALMOST KILLED VICKI AND THIS KID I TOOK IN ALMOST KILLED A SUPERHERO, MUST BE STRICT AGAINST KILLING!*
Spawn/Batman: NO KILLING, YOU PUNK-TWIT-BOY!
Last Crusade: Fuck, I'm old and tired. Jason! You're still not ready.

*This of course assume that he doesn't kill after, but we don't know what the rest of All Star is like.

During the DK Anniversary panel someone asked them about it and both of them shifted the blame on the other one, so it's not sure wether it's Frank's or Jim's fault, because Jim did draw Superman Unchained, and Frank was dealing with his health issues. He even said that DK3 mostly is Azz's work, so I doubt that Lee is the problem (not the soul-stealing one, that one just has to be stopped).
