It just looks like something similar to those "Season One" things Marvel did a while back. And I remember there were a series of retellings of early stories with excerpts from a fake biography of the Avengers in the back, I think also by Waid.

It's a stealth miniseries, like the .1 Spider-Man miniseries Slott did about the early days of Spider-Man.
Today with the glut of ongoings you have to find some way to disguise a limited series as part of an ongoing.
Brevoort already did a CKQ flashback story in Thunderbolts (as a fill-in story by Roger Stern).
