Now, that's IF this guy is a villain. One thing to take note on the costume is the lightning emblem on the chest. Notice how it's not in the opposite direction of Flash's emblem, like how Reverse Flash and Zoom's lightning emblems are? That tells us that it may not even be a villain at all!
So, that means we may have a speedster ALLY instead of a villain.
