He was kind of a douchebag.

He's kind of a dick, but he appears way worse than he actually is since he opposes the Eds, who are pretty much villain protags.

Because Ed and Edd still went along with him and joined in with his bullshit. Edd most of all, sure he was nice, but he outright planned so much shit that stole everyone's money/harmed them, and especially in the first portion of the series enthusiastically helped operate the scams.

Ed didnt respond much to ass beatings anyway, and it was one of few ways to actually get through to him and get him to fuck off before he ruined everything.

Eddy is the only one Kevin had any real beef with, and it was mutual; Kevin acted friendly towards Edd and indifferent towards Ed a lot of times, but he still had plenty of reason to be pissed at them all the time because Eddy still couldnt have done so much shit to everybody if those two didnt enable it.
