It's not so much about the official agent status and more about the "TIME TO MEET YOUR END, IMPERIALIST DOG!!" personality, the character was just more fun, granted it was a a cliché and a product of his era but come on, can you honestly tell me characters like Crimson Dynamo or Titanium man are better now that they've been stripped of their politics
