Well, Hater had a torture room and a torture mix tape full of people's screams, so he obviously was no angel.
But Wander is willing to forgive all that because as we saw, Wander feels sorry for people like Hater and Dominator and thinks that they can change.
It was kind of implied that Dominator wasn't really able to change as much as Hater, though, who we expected redemption.

It's not exactly true though. She's only destroyed planets, but most of those people on those planets survived and hid on the secret planet. Hell, even those planets were slowly reforming due to Wander. She's about as guilty as every other villain in the show.

Sure, she was more powerful, maybe more thorough, but many of the villains are guilty of the same things. Awesome was said to hold parties big enough to crack planets, and we saw a lot of bones in Hater's dungeons. Who knows what Sandwich has done or what the Cube's gotten into. If Dominator weren't around, they would all be guilty of the same thing, just perhaps not on the same scale, or have it all more spread out between them.
You basically have to approach the show with some sense of levity, and assume that for the most part a lot of the potential victims either got away or view the destruction of their world as more of an inconvenience rather than an outright tragedy. Interstellar space travel is extremely easy in this universe. It wouldn't surprise me if reconstructing their cities wouldn't be as monumental as it would be IRL.
It's the same reason why the villains on Townsville are tolerated the way they are, despite it being very possible they would have their fair share of innocent blood on their hands.

Believe it or not, but the final episode of S2 actually showed that she was a the anti version of Wander.
Both of them were alone at one point, but while Wander turned out into the nice guy he is, something cracked in Dominator that she turned into the planet-cracking, space-travelling Armageddon.
The thing is that while she says she prefers the company of her bots, in reality she secretly yearned for actual companionship but is incapable of other ways of interaction apart of destruction and bullying (not to mention that she hates it when somebody is against what she's doing or when somebody is criticizing her).
In the final episode Wander actually did the impossible with Dominator. Something I didn't believe when she appeared the first time. Wander managed to put a crack into Dominator's armored shell around her heart with him saving her from being blown to smithereens along her ship.
It didn't result in a immediate change of character, but the first step in character development towards a better person was made for Dominator...and we'll never see it because no fucking season 3.

The closer to the end it got, the more sociable and less immediately destructive her character became.
