I've really enjoyed some stuff Milligan wrote but I wouldn't call him consistent. His run on Hellblazer and what I've read of JLD are terrible. Horrible pace and shallow characterization.

however, as far as consistently enjoyable still going comic book creators, I really like whatever Brandon Graham does. Michel Fiffe is great. Matt Kindt is putting out great work on a frequent basis. Garth Ennis is a little inconsistent these does, but rover red charlie is one of the best comics i've ever read so he gets a pass. Tom King is fantastic so far but he'll shit the bed eventually
