Try grant morrison's Doom Patrol. It's campy while also having villains with out of the box powers like jojo stands, there's a lot of supernatural elements to it and depending on how you look at it Negative Man/Rebus' negative being could be seen as a sort of stand. Jotaro's Stand is fast enough to catch bullets, but Garnet's future vision would help her out. She was able to block a lightning bolt at one point by knowing when and where it would strike. Her power won't let her actually do anything during frozen time, but it will tell her where she needs to be so he doesn't take her out during the time stop.

Doesn't her future sight not always show exactly what's going to happen? I thought in one of the episodes she says it just shows possibilities. Regardless, though, as soon as Jotaro got in range he could stop time and deliver a killing blow, unless they spent the whole fight never getting close to each other, which wouldn't really be a fight at all since they're both primarily close range fighters.

There are plenty of western comics that have some sort of balls out insane aesthetics a la Jojo, but very few combine that within an action oriented narrative. At least US comics. Sometimes Swamp Thing art looked crazy enough but it wasn't quiet the same.

Something good about Claremont X-Men is he saw the heroes as party members in an rpg, that is generally more true of X-Men books than other super heroes, you have the strong guy/muscle, the psychic, the pew pew pew, the guy with great sense of smell who can track etc
