Ever since he first went in the grave his legacy and lore has been raped beyond repair. If not for the replacement caps watering down the mantra of the sentinel of liberty, it's his rogues gallery being mishandled by poor writing, his values being labeled as old fashioned, and his integrity being stretched thin by becoming a microphone for the "right side of history" or whatever fad politics are trending at the time.
Even before all that he was considered a joke, just a sad old man crying about his lost boy squeeze. The only person who gave a Damn about him was Grunwald, and he suffered his fatal heart attack reading the first issue of Liefeld Cap.

So what have they done with the Super Soldier Serum over the years? I know for a while it was a plot point that everyone was trying to replicate it with little success, but in this age of cloning Smart Hulks and shoving a nanite Iron Man suit into your bone marrow, I feel they might have figured out the Steroid Superpower

It's been replicated a few times, but bad shit always happens.
50's Cap, for example, didn't get the Vita-Rays to go with the serum so he slowly went crazy.
Then there are other more recent things where bad guys who are already strong men get it and they have heart attacks from hypertrophy. Basically it's so potent that in order to reach peak human you HAVE to start with the scrawniest, least healthy person you can find. Anyone else overdevelops and dies.

I kind of liked how the super soldier serum was basically the catalyst for everything in the Ultimate universe. Would make for an interesting plot device seeing super soldiers against the inhumans
