This. All you need is a writer who is interested in her enough to give her some really cool villains. Good conflict definitely helps garner interest in a character.

Get her out of an X-book for a while. Put her back in England with her brother. Have them take on Jim Jaspers or the Fury. Bring back Slaymaster. She's got a shitload of history before the X-Men. Explore that. Anyone but Claremont to write it. Alan Davis has to draw it. Hell, kill off Brian for a while, Betsy struggles with taking the mantle and honoring his memory after she has spent years being an X-Force killer/slut. I'm sure Marvel could get 12 issues out of that. Slap a huge X somewhere on the cover and it'd sell for a minute.

I don't think she's shitty. I actually like her a lot. She's a decent team filler.
See here's the thing. Not every character is going to be able to carry a book, nor should they. But on a team you can explore relationships, find uses for her powers and generally make her a lot of fun while throwing her a bone and given her primary focus every so often.

Yeah. It does help that Waid seems fairly invested in it. Her previous (also spy-oriented) books were extremely repetitive and boring, honestly. It's a tricky genre to master, especially in a setting where people basically read for the big flash superpower stuff.

Birds of Prey.
Take Psylocke and two other C-list female mutants and have them team up to fight an OC villain, who would then form the basis of their shared rogue gallery. Perhaps throw in an unused Z-lister as a henchman for the villain mastermind.
The team approach helps keep the book afloat by appealing to multiple waifufags while allowing you to build three individual brands in addition to the team brand. You can even push the girl-power angle for additional awareness.
The biggest downfall to a book like this would be sloppy editorial. The first six issues need to be fast paced to build quick interest and need to be crossover free to establish an identity.
Afterwards, go wild with event tie-ins and guest stars.

Psylocke's daughter now plans to smitten her mother to make her fall in love with her and kill psylock in her sleep with the help of the phoenix Force, she fails and is put in a coma, psylock uses her mcguffin that she had hidden from everyone and used to to make her daughter pregnant with her new daughter and then transfer her consciousness to the new daughter, grow her to her late teens with the mcguffin and rule the world with the phoenix force, healing, adamantium power metal controlling powers and other op shit that i forgot about that would write her into a corner and make the whole marvel universe reboot and km all anybchance of making inhumans a thing, stopping marvel from shoving tuning fork man down my throat.

Give her a street-level style solo book in Madripoor. Make it gritty and ultraviolent with her constantly battling yakuza and the hand.
Get a good writer like Remender or Fraction.
Start it out right with a ton of retail incentive variants by Jim Lee, Siya Oum, Artgerm, Cho, Dell Otto, etc for the first issue.
But this will never happen because Marvel doesn't own her cinematic rights.
