Snarky lazy tired asshole jerk by far. The VA's of Sonic and Eggman did a live Q&A on twitter and it was pretty damn funny. Despite his games being absolute garbage half of the time, Sega knows how to have fun with the character itself and give him personality.

Sonic is the only character from Boom I don't like. (Well, Sticks was pretty shit 60% of the time too) But he's better than Urkel in every way.
