Because boys hit puberty. After that it's hard to find a male voice actor that can do a believable boy. It's a bit of a double edged sword, though, since most of the time you get VA's that sound like little girls.

I prefer the authentic boy voice to female VA's, but sadly that only works if the show is planned to end. Most shows just run until the money runs out. If KoTH used a boy for Bobby they'd have to go through at least three VA's before the show ended. It's just the nature of the beast, I guess.
