Yeah the the US beat Japan but we ravaged their infrastructure and country a shit load in the process allowing them to rebuild it in a way that was pleasing to them.
They beat the Earth Kingdom but it's a huge area that would likely have multiple different rebellions going on at the same time, Fire Nation is amazing but they're a small island nation, governing that much land is difficult as fuck.
So they wanted to burn everything to the ground to make the Earth Kingdom just want to give up by destroying everything they would have fought for, replacing the wrecked areas with Fire Nation Approved villages, towns, and cities.
