She'll work for the military, technically having the rank of a captain, and she'll be a former powered individual who lost her powers through plot. So her job is to bring Carol up to speed on what it's like to be a powered person in the military.
You get Carol with a huge chip on her shoulder because she doesn't like taking orders, she thinks she's better than anyone, and of course "I didn't ask for this" and monica just slaps that shit down repeatedly.
The entire project/mission will be called M.A.R.V.E.L. and in the end you find out that whatever caused Monica's power loss is also weakening her physically. Shes not sure how much time she's got left. She's been training Carol as her replacement.
The mission ends in a success, Monica retires and passes the mantle on. Monica casually mentions that there's word that doctor banner might have a treatment.
Paves the way for the sequel to have Monica come back in powered form.

Think they should just go with the current comic setup: An already powered-up Carol is head of the military side of a SWORD/Alpha Flight operation in a space station orbiting Jupiter/Mars, or they're based among the alien ex-pats on Titan. Started as a SHIELD department but now a fully independent unit in their own right, hence not affected by Hydra. Anything Mar-related is dealt with in flashbacks or references - and that's it. Thanos comes in in IW1, promptly sends some of the Cull Obsidian to Titan to wreck his parents place and fighting them off becomes the big action finale for the Captain Marvel movie..

Carol's is complex story. And brushing over the rich history of the Captain Marvel lineage so that you can get right into generic space adventures is the worst thing they can do IMO.
Start hot, by all means. Establish that Marv's a lawman pursuing Thanos in Infinity War p1. Set the stage for him to meet the hotheaded air force ace getting ready to defend her planet. Do the accident in the first 10 minutes of her movie and keep it in real-time alien invasion oh god I can suddenly shoot suns from my hands what the fuck mode from there. Just don't undermine the journey to becoming the space badass, it defines her more than most and would make for a far more interesting movie.
