Well considering Pilaf hasn't been a villain since the start of Dragonball GT (which isn't canon in it's current form anymore since Pilaf and crew used the Dragonballs to make themselves younger just prior to the events of Battle of the Gods), I'd say that Lex would definitely be the better villain since now Pilaf is just a BG character.

Pilaf was thwarted by a pig, and ever since then he's been irrelevant in a series with 30 years of power creeping.
Now he's a little kid and even less of a threat than before.
