Jack Noir for sure. Of the three main antagonists (Jack, LE, HIC) Jack was the most influential and direct threat to the group. He was the most personally involved villain, and the one people got most invested in. Lord English was fine, but his threat was too nebulous and disconnected from the main plot, it was kind of hard to care about him at all. And HIC came in too late, was the pawn of another character, and hid behind too many other characters.
I think that, honestly, one of the biggest mistakes that Hussie made was dropping Jack as the main antagonist. In fact, Jack pretty much stopped mattering after Cascade, which is weird for someone who killed an entire universe.
