They were both produced by TMS, but Godmars was made primarily for Japan, while Mighty Orbots was made specifically for the American market. And Godmars came first.
Given the similarity of their design, it's most likely that TMS partly recycled Godmars' design for Mighty Orbots. But the two shows are completely different in terms of content.
So, NO, Mighty Orbots is NOT a dubbed/localized version of Godmars. You just need to watch the two videos provided above to figure that out.

Refresh my memory but I'd Godmars the series where the robot doesn't move or the series that had a movie but the robot was barely in it. The only thing I know about Godmars is it's based on a manga by Yokoyama and it's almost nothing like it.

It's really not. Orbots was shit, but Godmars was 80 episodes of badly animated shit. It was only a success in terms of the six part transforming robot toy it was made to advertise, getting people interested in the much MUCH better manga it was liberally adapted from, and as a footnote in fujoshi history. Aside from that it's TMS trying to stretch out the budget for a 26 episode season for a year and a half, with like twenty frames of actual animation per episode, the rest is stills and stock footage.

When someone figures out how to make it into a good show that's memorable in it's own right and not "I Can't Believe It's Not Voltron".
It would require a serious overhaul. Maybe even refitted into a toony version ala Rescue Bots or Teen Titans Go because those are successful shows.

It died on it's ass after 13 episodes over a hundred years ago and only a handful of people remember or care for it.
