We're in the future ya dangus, a course it's gunna look better to your plebian eyes who notice and critique based on some minor fuck ups, but animation has come a long way since classic Scooby doo where have the episodes are recycled close up shots of character lips moving out of sync from the dialogue. Now fixing stuff and tweaking a few frames to be perfect is actually financially and technically feasible, unlike in the even very recent past.

It's basically a dead heat tie between Squirrel Boy and MGPAM.
If I recall correctly, that's when my younger brother was watching cartoon network and everything was going right to shit. If that was around the time shows would get hyped up like Juniper Lee and then drop off the face of the earth after so much hype every commercial break.
He stopped watching when they did live action stuff and kept showing shitty movies. He got his ass beat by mom because I remember him saying "FUCK THE FLICKS" really loud because it was on all the goddamn time.
Then again, I ended up hating things like cartoon cartoons and all that kind of stuff so my opinion doesn't matter. CN (adultswim/toonami aside) hasn't been good since they played the old fun bugs bunny/tom and jerry cartoons in the early 90's. They couldn't even play half of those cartoons nowadays.
And oh yeah, the Andre the class of 3000 or whatever that show was is probably the worst thing on around that time, forgot to mention that. I fucking love outkast, but holy shit man.

short answer: no
long answer: the technology would not allow for them to be, but with that said I think most people could tell that 80% of the shows are far lazier even with computers to do some of the heavy lifting.
honestly though there really isn't much of a point in comparing the quality of western animation, it's all pretty lazy in one way or another, so there are very few shows with legitimately good animation.

ugh, sorry you're entitled to your personal opinion, but come on.
In my opinion Gym partner's a monkey was bad and bland during the first seasons, I remember I hated it when it first aired and never wanted to watch it, but someone told me it changes tone during the later seasons so I gave it a chance since it was airing on CN in order at an hour I could see it. I was pleasantly surprised by it, but the thing is it became meta and over the top in a good way, reminded me more of I am Weasel than its own older seasons, it really didn't feel like the same show. Still it wasn't amazing, but it was much, much better.
I remember watching it. At this point I was midway through highschool when it was on and I'd catch it after class and I would chuckle. Nowhere near the best cartoon but it doesn't deserve the flack it gets, particularly the second season, where they just stopped giving a fuck and had meta-humor.
