Like Dick can't be in the JL because Batman is there, and same with Donna, Kara, Garth, etc. Too redundant and if the more popular character then alive and well then no point in putting the less popular character in their place. That's why those characters only get on the JL when Batman, Wonder Woman, etc are gone. Wally is probably the only exception but they probably won't put him on the JL since they're pushing Barry for the show and movie.
But something like Cyborg, Blue Beetle, Starfire, being the token young person/rookie of the JL can be done well. They just haven't done it well with Cyborg at all.
