Personally, I thought it was better than TWS, it managed to juggle all of those characters whilst still being able to maintain Captain America as the lead character. It managed to show both sides of the conflict and present both of them from an understandable viewpoint. From a technical standpoint, the action was fantastic, with the Bucky/Cap/Black Panther chase and the airport fight sequence being major standouts. But then again, it's my opinion, I know some of you will prefer BvS, Apocalypse or Deadpool but seriously, that's fine by me. I respect your opinions.

I think BvS was extremely medicore.
The brooding in the battle and the lack of any remorse for casualties during the fights put me off.
Luthor could have been a great villain, I expected him to have a much larger ulterior motive, but they can fix that when they decide to bring him back and wipe his nose.
The dialogue was bad too. But the fight scenes were okay. Endless plotholes and lack of common sense brought it down too.
It's a pretty forgettable filler movie that's mediocre entertainment.

Zemo is on of the best villains in the genre.
Zemo doesn't have a master plan, he calls audibles the whole way through and is looking for evidence he knows will tear the avengers apart.
Zemo's first plan (interrogating the Hydra agent) didn't work. The Hydra agent told him nothing and took the "1991" information to the grave. So Zemo's next plan is to get the international intelligence community to find Bucky, because Zemo does not have the resources to find him himself, How does he do this? By framing Bucky in a terrorist incident, aimed at the Accords, knowing their full resources will be used to find Bucky. Why does he need Bucky? To tell him about the details of the "1991" mission, to have Bucky tell him where the tape is showing the assassination of the Stark's, where the facility is that created him. That's why he needs the book with the activation words for Bucky that he got from the Hydra agents home, because Bucky is not going to tell him, if he even remembers, but a controlled Winter Soldier will.
That interrogation scene with Bucky is the only plan of Zemo that works out the way he wanted.
Steve, Stark, and Bucky showing up at the end was not part of his plan, but since he has them there and the tape of Stark's parents death, it's as good a place as any to use it.
-Every piece of dialog supports this, Zemo knows he can't physically hurt the Avengers himself "Stronger men have tried and failed".

Zemo finds the Hydra Agent in the first place because of Black Widow leaking all of Shields files on the net in CAP 2. Zemo says the files were heavily encrypted but because of his skills he has cracked the encryption and has spent the last year studying them to find a way to bring down the Avengers. We know from Iron Man 2 and Avengers 1 Hydra/Shield kept full psyche evaluations on these people, The Winter Soldiers main plot was about Hydra using a psyche evaluation algorithm to predict future threats. So there is no leap in logic about what Zemo would have in those files to study. He knows Stark, when seeing the death of his parents (proof), would do everything he could to kill Bucky, he knew Steve would do everything to keep that from happening, and that the two heads of the Avengers would tear each other apart over it somehow, someway.
And this isn't even going into his motivation. Basically a metaphor of all of the Avengers gallivanting over the years coming back to haunt them, those 3rd act battles biting them in the ass. If it wasn't for Zemo murdering innocents (which he didn't want to do, literally telling the Hydra agent to give him the 1991 mission report so he wont have too) he would be the good guy.
Amazing well written villain. Hell if anything he's the best BOND villain we have had in the last 30-40 years.

But just like at the end of Avengers 1, they'll come together if the world needs them to.
There may be bad blood throughout the ranks and even between Steve and Tony, but the ending the movie makes it exceedingly clear that the bridge wasn't burned.

The quipping in the battle and the lack of any threat during the fights put me off.
Zemo could have been a great villain, I expected him to have a much larger ulterior motive, but they can fix that when they decide to bring him back.
The dialogue was bad too. But the fight scenes were okay. Endless plotholes and lack of common sense brought it down too.
It's a pretty forgettable filler movie that's mediocre entertainment.

Avengers is the quintessential summer blockbuster. The script is great, action, character interactions, it's a legitimate film.
Civil War is a product that was only realized because a certain actor wanted a paycheck and a bigger role. The film is filled to the brim with shallow drama to justify that actors presence in the film. The film also has jarring tonal shifts as well as quips at inappropriate moments that deflate tension.

Everything about Tony in that scene shows that it does. His face, his picking up the phone.
And what is the Tony-Steve dynamic when he says he'd put Ross on hold? Tony going to help out Steve. That they'd use the hold thing at the end makes the situation pretty clear. Tony asks Ross for permission to go to the airport, to bring Rogers in. Tony lies to and fucks with Ross when he's working with Steve. Why reuse the hold thing if it meant nothing?
And Rhodey's scene tells you that team Stark doesn't resent Tony, and then Cap's letter tells you that he doesn't resent Stark either. Rhodey says he'd still do it all again, and that's fine because Rhodey never did anything except enforce the law. Why would Rhodey regret anything and how does him still thinking he did right affect the dynamic of Tony and Steve's willingness to cooperate?
