At his heart Darkseid is motivated by fear of not being in control. Control over himself, his environment, his destiny, anything. It's an impulse we all have, but Darkseid, being a God and utterly lacking in any empathy whatsoever, takes it to the absolute extreme by wanting to subsume creation into himself in order to stop any outside force from ever having any influence on him. He sees other people as nothing more than potential threats that can either act or be used against him. So he seeks to remove free will from the universe and master every aspect of it so that he may be free of any threat upon him and know perfect peace.
The irony that this would also drive him raving mad with boredom is not lost on him, I imagine.
