I mean, it didn't matter what Apocalypse's powers were, what was important was "Le Grande Evil Monologue" and CGI destructan porn.
Basically you have to have Sinister make grandiose stupid speeches, show Auschwitz at least once, have Charles fight for Magneto's soul, and kill a million people while no one seems too bothered.
And since Sinister is know for making "My Evil Clone", you can have the ensemble do double-duty as their own villains, hell, they might even get some memorable lines at that point.
Mr Sinister is a shit-tier comic villain, perfect for Singer's purposes.
