Well this is the first time i see a stepfather or Mom's boyfriend represented as good in a cartoon at least he's shown to love Clarence. We don't even know what happen to Clarence's real father

He is a good guy who actually cares a lot. Although he's still the "dumb dad" he's a good example of someone being a genuinely nice person when they could've easily written him to be onnoxiously stupid, lazy, and rude.
