Why aren't there any superheroes guarding prisons full-time? Imagine how much less crime there would be if super villains weren't constantly breaking out of prison over and over.
Lock-Up did it in No Man's Land.
Punisher 2099 made a prison in his basement so he could do just that.

At least with Arkham they can't be executed due to insanity, and with Iron Heights none of them are serious enough. The Penguin and Lex Luthor dodging the chair is bullshit.
