The only acceptable things:

Either they make page-for-page remakes of AC #1 and DC #27 (or, hell, DC #1 itself) with new artists on each page/panel.

OR

They pretty much ignore the milestone and have the same team as usual writing/drawing.

Anything else would, I think, be interesting and "hype" before/during the release....but with enough time to look back on it, we'll all say, "Jesus, what a cringey cashgrab." The recent Detective Comics "spectacular" (#27, I think) is still kind of awkward to remember. And in terms of buying, reselling, and hype overall, I don't think there's any sustained interest in that issue.

A simple #1000 for each would be better in the long run, IMO.

Morrison for Action Comic just because he's top 3 Superman writers EVER, he's still in the game, he has a relationship with DC and he'd treat it with the respect it deserves. Maybe a rotating cast of artists, Superman could time or multiverse travel and each one could focus on a different era or something

If you want my personal opinions, you have Grant Morrison or Geoff Johns write Action(Maybe even both on a collaboration), and O'Neil on Detective. Hell, by then we could have someone like King establish themselves as a top flight Batman writer, or even the truest of hell-freezes-over moments and Alan Moore comes back for a one off. I wouldn't put it past Moore to write AC or DC 1k simply because he wants to.

In a perfect world, Action comics 1000 wouldn't feature a comic story. If I were a DC editor I'd spend the months prior to publication having real people send their stories in about what Superman has meant to them. The people who have been saved from suicide and depression and addiction because of reading comics, real stories about the hope that can be instilled in real people by Superman, and all of the good that he represents. It could be both a thank you to the fans, and to the greats who have written those life altering stories. There's never really been anything like that, and I think it's the kind of book that could really make a difference.
