I think it's because it's not 'traditional' live action; and it depends on the whole composition of the thing as well. For example, I'd assume that the new Muppet's television show would be considered /tv/ since it's more actors than puppets.

Actually it'sthe creator's birthday. It was initially thrown in as an inside joke in a one-off story. Then when it proved popular enough to do a series out of it they made it a recurring number.

I think the split on when puppetry or CGI is /co/ or /tv/ is how it is used. If the movie is most made up of fully animated segments, like the Pagemaster, then it can be considered /co/, where as if it's used to assist live action parts, then it's /tv/. For puppetry its about what's the main focus. Muppets or Fraggle rock would be /co/ since the puppets are the focus, where as a movie like Labyrinth would be /tv/, since the focus is on the actors, and the puppets are just assisting.
