As of issue 1, I must say I'm on Carol's side.
So far Ulysses has been used to stop huge cosmic threats, they haven't gone full Minority Report yet. Tony is blaming Ulysses for Rhodey's death even though all he did was provide intel for where Thanos would be.
There is nothing wrong with using a precog to try and avoid disasters as long as you don't infringe on people's civil rights (and let's face it, 99% of threats in the MU come from pre-established villains, not innocents). If the predictions turn out to be wrong, you lose nothing to be prepared anyway.
Before anyone says so, whether or not you think Carol screwed up the Thanos mission is completely irrelevant to Ulysses.
