Is he the ultimate?
He's not really sympathetic, just has a good reason for doing the shit he does. Sympathetic would be someone committing crimes to save their loved one.

I dunno. His past is really what does it. Hard to look past "muh holocaust" if that's a person's center of purpose. It helped him develop a moral compass and there's a glimmer of empathy for other characters time to time. It's not like someone like Dr. Doom who's just a sociopathic megalomaniac.
