I'd still say that was inkeeping with his good character arc. He willingly chose to make that decision, particularly in front of Vriska, showing his former tormentor that even if he did have that confidence and ability she always wanted to instill in him, he would still choose to pass off responsibility to someone more qualified as he believed it was right. He never wanted to be some big shot, that was pre-retcon Karkat, Tavros just wanted the freedom to pursue what he liked under his own will and he achieved that whilst being useful in the end.
