Yes. Because if he was right another Owlman in some alternate universe would have succeeded as soon as that bomb went off and everything would have went to shit. He's either saying that because he himself doesn't have to win for another universe with a different outcome where he succeeded will happen. Or because he knows the entire endeavor never succeeds in every alternate universe.
