This. It's one thing to have an incredibly polarizing/questionable concept for a story that is bound to get people upset and paying attention. It's another thing to then phone it in and simply not bother having good writing to back it up. The fact that it was just a retcon is the entire reason Brubaker ended up bringing Bucky back. Brubaker was a huge Captain America fan, and so Bucky's death and how it effected Cap was always something that Brubaker thought was such a huge big deal for the character.
So he spent YEARS trying to track down what issue it happened in, only to eventually realise that it... never actually happened. He was so pissed that he decided that the whole thing was bullshit in the first place if it was all just a retcon, so he brought Bucky back as the Winter Soldier.

Superior Foes of Spider-man, The Fix, and Assault on Pleasant Hill are great. Ant-man has its moments. Avengers World was alright if a bit too by-the-numbers.
He's a good writer when he's playing to his strengths. He does comedy and z to c-list characters really well, but his more serious works and standard superhero fare can be pretty mediocre.

What? Shocker was the best character in the whole book. He was the only person that really took super-villainy seriously. When Iron Fist and Luke Cage showed up to fight them, they all were getting their asses kicked but Shocker immediately jumped into action and was holding his own against Luke. The only reason Shocker lost to Luke was because of the others' incompetence getting in his way. When Punisher showed up to "kill" Boomerang, all the other members of the Sinister Six ran for their lives because they didn't want to get killed but Shocker ran back into the place to save Boomerang because you don't leave a comrade behind. While everyone else were busy spending the whole series backstabbing each other, he remained ernest and committed to the team. In the end, he won control of the Maggia which everyone had been fighting over the whole series.
The OTHER characters shat on him because they mistook his professionalism and trust for cowardice, but the narrative itself portrayed Shocker as the only member of the Six that wasn't a piece of shit and was in any way competent.

The problem with this is that they're spending decades of what they've built up in terms of world, fans, story, all those things that brought people in and bring them back for cheap twists and shocks. When you spend capital in that manner it quickly runs out, and you're left with that apathy he's talking about.
Don't get me wrong, ultimately its a gamble that could pay off and restore the initial bet many times over, this one just doesn't seem very smart.
