The latest issue of Hellcat had a knew artist, and its weird but it is both really bad and really good. Kinda want more.
Is there a contest going between tumblr artists to make She Hulk as unappealing as possible?

I wouldn't say it's EITHER really bad or really good.
It's really mediocre.
I can see the appeal, it's cute and simple. All the flaws are very apparent, had this not been professional work and just some doodle the artist threw out on their personal site I probably wouldn't judge it harshly because I'd have no expectations of it. As is, I'd sort of expect more. Unless this art is supposed to be sketchy and half finished on purpose.

Looks more like a contest of who can put the least effort into drawing.
It's like the other side of the coin to Liefeld. One is overdone and looks bad, this one's blobby like a book for 5-year olds and somehow still looks rushed and half-assed.

Was this physically printed?
I'm not against simplistic art styles. Usagi is drawn very simply and messily and it's one of my favourite comic books and I'd say Sakai has influenced my own art greatly.
But this thing in the OP...

I thought it might be cute from the thumbnail but full size it just looks lazy.
Any time there is a close up it's okay, or VFX.
/co/ is to detail oriented, there are other styles to discover guys. Nobody says that soup can painting is lazy

Its not the lack of detail per se but the characters do look very empty. Also the expressions and poses are very weak so even though I don't have a problem with the generic chibi anime style it looks even more generic by being amateurish.
Also where are they? Are they meant to be in the void between worlds?

they should hire someone to plan the compositions and draw some backgrounds. sure, this comic gets the point across but in such an uninteresting way - characters, from waste above on every panel.
