They could have given them a personality. Lola didn't have much of a personality in the first episode, but she got episodes and then they started doing more things with her. Same for Ed, even though he was Mr. Whiskers' friend.
Margo showed up in a number of episodes, but she stayed annoying and stayed without a personality. She was essentially Brandy but with no redeeming qualities, existing only to be a bullying bitch.
